An initial discussion of a possible project carries no charge. If a request falls outside my areas of work, I will say so, and suggest a colleague where I can.
It helps if an enquiry states the question to be answered, the data that already exists, the intended audience for the results, and the timeframe. A rough budget range is useful but not required at a first exchange.
